An RSU vest is compensation: the vest-day value is already ordinary income on your W-2, and that same figure is your cost basis. Brokers routinely leave box 1e of the 1099-B blank on equity-award shares, and accepting it pays capital-gains tax a second time on wages you have already been taxed on.
